About the Call

RWI is seeking experts for a new initiative supporting Ukraine’s EU accession process, focusing on Chapter 23 of the EU acquis: "Judiciary and Fundamental Rights". The support will be directed to Ukraine’s Ministry of Justice while building on multi-stakeholder partnerships, local perspectives and outreach on the national and EU levels. This expert group is part of RWI’s broader project ‘CORE’ – Co-Owned Rights Expertise for Ukraine’s Accession to the EU – funded by the Swedish Ministry of Foreign Affairs. The objective of which is to support Ukraine’s EU accession while promoting a co-owned and inclusive process that integrates national and local perspectives, engages multiple stateholders and aligns with both EU standards and Ukrainian priorities.

The selected experts will work remotely with possible travel to Ukraine and/or other European countries per the specified assignments. The work is expected to commence in August 2025 for an initial period until December 2025, with the possibility of extension. Reporting lines and working relationships will be defined for each assignment at the time of contracting.

Your Role and Responsibilities as a Chapter 23 Expert

This call invites applications to join a roster of experts who may be called upon to provide advisory support on Ukraine’s EU accession process, specifically regarding Chapter 23. You will be a part of a multi-sectoral group of Ukrainian and international experts that will undertake assessments and analyses on the issues related to the Chapter 23 process.

Whereas specific tasks and responsibilities would be defined for each individual assignment, the following are tasks indicative of what assignments are expected to include:

  • Providing strategic assistance as requested by the Ukrainian Ministry of Justice in the areas of human rights, anti-corruption and justice through the drafting and implementation of strategies, roadmaps, reports and action plans in light of EU negotiations.
  • Contributing to the development of EU compliance assessments and drafting legislation.
  • Capacity development for Ukrainian experts in EU law and integration, including participating in study visits and local consultations with actors such as CSOs. The purpose of which is to cultivate a domestic knowledge base.
  • Liasing with other group members and stakeholders to ensure coordination, knowledge and information sharing.

Expert Profile

We are looking for professionals with solid knowledge of human rights and at least 10 years of relevant work experience, preferably in the context of EU member states or candidate countries. Strong knowledge of international human rights law, standards, and mechanisms is essential, supported by a relevant university degree, ideally with specialisation in human rights, law, international relations, European studies, or a related field. Prior experience with EU integration processes is an advantage.

The ideal candidates will have excellent analytical skills and a solid understanding of international cooperation. Fluency in English, along with exceptional English writing skills, is required. As RWI is looking to recruit both international and Ukrainian experts, knowledge of Ukrainian language will be considered an asset. You should demonstrate proven teamwork abilities, effective communication and interpersonal skills, and the capacity to take initiative while prioritising tasks under pressure.

We value flexibility, proactivity, and a solution-oriented mindset, coupled with a desire to improve work performance continuously. A high sense of responsibility, strong attention to detail, cultural sensitivity, and a commitment to sharing knowledge are also critical for this role. Experts should ideally be available for assignments at short notice. Each assignment will vary in duration.

Remuneration and Assignment Terms

Fees will be determined for each assignment individually. Fee levels are based on the nature and requirements of each assignment—considering its scope, complexity, and operating environment—as well as the knowledge, skills, and experience required.
