The Raoul Wallenberg Institute of Human Rights and Humanitarian Law (RWI) is an independent academic institution based in Sweden. In May 2025, RWI and the Swedish International Development Cooperation Agency (Sida) entered a historic partnership to implement the “Human Rights Infrastructure for Ukraine 2025–2027” (HRIU) project. This initiative aims to strengthen Ukraine's human rights protections as the country advances in its reconstruction and European Union accession process, particularly focusing on judiciary and fundamental rights requirements. The HRIU project builds upon RWI engagement in Ukraine, including projects supported by the Swedish Ministry of Foreign Affairs and the Swedish Institute.
In the expansion of operations to Ukraine, we are now recruiting a Country Director to lead our Ukraine operations. This is a strategic leadership role where you will drive programme development, build strong partnerships, and oversee all aspects of the Ukraine setup and management. This role is part of RWIs growing presence in Ukraine. We are also recruiting a Deputy Country Director, Programme Officers and Programme Associates in Kyiv, as well as a Finance and Administration Officer in Lund who will support the Ukraine programme on part-time. In total the Country Director will lead a team of eight staff in Ukraine and Sweden.
The position offers a unique opportunity to contribute to Ukraine’s transformation and EU accession, through the strengthening of justice institutions and human rights protections.
As Country Director, you will:
- Establish and manage our new Kyiv Office (including hybrid solutions), manage staff recruitment, security, and daily operations.
- Promote staff well-being, performance reviews, and a safe and inclusive work environment.
- Lead the strategic direction and operational management of RWI’s engagement in Ukraine.
- Oversee programme implementation, budgeting, and financial reporting in accordance with plans.
- Represent RWI to national and international stakeholders.
- Develop fundraising strategies and new project opportunities.
- Coordinate closely with RWI’s teams in Lund and other country offices.
- Contribute to the development of organisational tools, methods, and strategic priorities.
Required qualifications and experience:
- A minimum of 10 years of relevant work experience, with at least 5 years managing international development programmes.
- At least 5 years in a senior leadership role, including office management, team development, and fundraising.
- Strong knowledge of human rights law and/or RWI’s thematic areas.
- Experience working in complex, conflict-affected, or transitional environments.
- Strategic thinking and the ability to lead across cultures and sectors.
- Proven ability to represent an organisation with diplomacy and credibility.
- Fluency in English (knowledge of Ukrainian is an asset).
- Cultural sensitivity and a high sense of responsibility.
